Scott is a licensed Professional Engineer with over 30 years of experience in environmental compliance, auditing, and regulatory strategy.  A former enlisted Marine and Army officer, he brings a pragmatic, results-driven approach to solving complex compliance challenges.

He founded Headwaters to help small and mid-sized businesses confidently navigate air, water, and waste regulations—without getting buried in jargon or delays. Scott combines deep technical knowledge with hands-on experience across sectors including petroleum, mining, manufacturing, transportation, agriculture, and defense.  

Scott is a Licensed Commercial Airplane Pilot and Commercial Drone Pilot.
